Guo Jiakun stated that we have taken note of the relevant reports and express strong dissatisfaction with and firm opposition to the remarks that disregard facts and are full of prejudice and double standards. Guo Jiakun noted that China's industrial subsidy policies adhere to the principles of openness, fairness, and compliance, strictly abiding by World Trade Organization rules. China's industrial development relies on sustained technological innovation, a sound production and supply chain system, full market competition, and rich human resource advantages – it relies on genuine capabilities, not subsidies. China's new energy production capacity has made significant contributions to the global response to climate change and energy transition. The so-called "overcapacity" essentially reflects the concern of relevant countries about their own competitiveness and market share, with the intention of using this as an excuse to implement protectionist measures. What is excessive is anxiety, not capacity.


Guo Jiakun said that in recent years, the EU has continuously introduced industrial policies, provided substantial subsidies to support European enterprises, and even publicly proposed prioritizing the purchase of European products. According to incomplete statistics, the EU will provide more than 1.44 trillion euros in various subsidies from 2021 to 2030, with more than 300 billion euros actually disbursed as of 2024. The EU has also introduced a series of economic and trade "toolkits". Currently, as the EU is striving to promote economic growth and enhance competitiveness, it needs to abandon double standards and pursue more openness and cooperation.

 

Guo Jiakun pointed out that over the 50 years since the establishment of diplomatic relations, China-EU cooperation has achieved fruitful results, bringing tangible benefits to both sides. China adheres to high-level opening-up and will continue to provide a broad market and development opportunities for European enterprises. China is willing to strengthen communication and coordination with the EU, properly handle trade disputes, and achieve win-win results and common development. At the same time, we firmly oppose any attempt to undermine China's development rights or even sacrifice China's interests for one's own gains.
