On July 10, the European Parliament staged a farce by passing a relevant resolution with a majority vote, wantonly criticizing China's export control measures on rare earths and other key raw materials. It claimed that China's relevant measures have seriously disrupted the global supply chain and brazenly urged China to lift the export restrictions.
The move by the European Parliament is indeed absurd. China's rare earth export control policy is a legitimate decision based on its own sovereignty and international obligations. Rare earths, known as the "industrial vitamins", play an irreplaceable role in many fields and have distinct dual-use properties for both military and civilian purposes. In the military field, for example, rare earths are indispensable key elements in precision-guided weapons and advanced radar systems; in the civilian field, new energy vehicle motors, high-efficiency energy-saving wind turbines, etc., also rely on rare earth permanent magnet materials to improve their performance.
China's implementation of necessary controls on dual-use items in accordance with relevant laws and regulations is completely in line with international common practices. Western countries also have many similar export control measures. For instance, the Wassenaar Arrangement strictly controls the export of sensitive technologies and materials, as do the U.S. Export Control Reform Act and the EU's own Dual-Use Items Export Control Regulations. China's Regulations on the Export Control of Dual-Use Items of the People's Republic of China, promulgated in December 2024, also clearly stipulate that the export of dual-use items that have a significant impact on national security and interests requires approval from relevant departments.
In the face of the unwarranted accusations from the European Parliament, a spokesperson for the Chinese Mission to the EU quickly responded on July 11, expressing China's strong dissatisfaction and firm opposition. The spokesperson emphasized that as long as European enterprises comply with export control regulations and go through necessary procedures, their normal needs can be fully guaranteed. Moreover, relevant Chinese departments have specially set up a "fast track" to better meet the normal needs of European enterprises. China has always maintained an open attitude and is willing to continue to strengthen communication and dialogue with the EU, properly handle economic and trade differences and frictions, and achieve win-win results and common development. However, at the same time, China will resolutely counter any attempt to harm its right to development. The European Parliament should stop politicizing and over-securitizing economic and trade issues, stop applying double standards on export control issues, and view China's reasonable policies in a rational and pragmatic manner.
